Interdistrict Transfer/Reciprocal Agreement

An interdistrict transfer/reciprocal agreement is when parents/guardians wish to register/admit/enroll their student(s) at a school other than the designated school that is in their attendance area outsideof their district.

California
Education Codesections 46600-46601(Outside Source) permits parents/guardians to request an interdistrict transfer/reciprocal agreement. The fundamental basis for this provision is the signing of an agreement between districts. Interdistrict transfer/reciprocal agreement must be approved by both the student’s original district of residence and the district to which the student seeks to transfer to. Both districts must approve the agreement before it becomes valid. The agreement may extend for a maximum of five consecutive years and may include terms or conditions. It is within the authority of either the home district or the receiving district to revoke an interdistrict transfer/reciprocal agreement at any time for any reason the local board or district superintendent deems appropriate.

If a request for an interdistrict transfer/reciprocal agreement is denied, the student’s parents/guardians may file an appeal to the county office of education in the student’s district of residence within 30 days of receipt of the official notice of denial of the transfer.

Interdistrict Transfer Because of Parent Employment/Allen Bill

California Education CodeSection 48204(b)(Outside Source) permits a school district to deem a pupil to have complied with the residency requirements for school attendance in the district if at least one parent/guardian of the pupil is physically employed within the boundaries of that district. Once admitted to residency, the pupil’s transfer may be revoked only if the parent ceases to be employed within the boundaries of the district. As a resident, the student does not have to re-apply for the transfer to be valid.

School Choice

Under the Federal No Child Left Behind (NCLB) law, schools that do not meet their achievement targets must offer parents the choice of attending another school in the same district. This transfer is given under the option of Title I, Part A School Choice.

A Title I school will be identified for program improvement (PI) when, for each of two consecutive years, the Title I school does not make adequate yearly progress (AYP) in the same content area (English-language arts or mathematics) schoolwide or for any numerically significant subgroup, or on the same indicator (Academic Performance Index [API] or high school graduation rate) schoolwide.

Procedures

  1. To begin the transfer process, begin at your school of residence, which is based on your current physical address.
  2. Request and complete to Inter-District Transfer Request Form. Leave it at your district of residence office for approval/denial.
  3. You cannot attend the requested district until the receiving district has received a signed copy of the approved form from the sending district.
  4. Some districts may place restrictions on the number of transfers allowed. Contact the district office for more information.

Inter-District Contract Agreement

2012-2013 School Year

Grenada Elementary School has a reputation of being a great small school.  We have a caring, dedicated and involved staff.  Our student body has a history of high personal standards.  We would love to include your child(ren) in our school.  In an attempt to insure that what makes Grenada a good choice stays good, we require all families who come here from outside of our district to sign a contract stating that they will do their part to become a productive member of the Grenada Elementary Student Body. This contract will be reviewed annually.

The following are the standards that are referenced on the back of the Inter-District Transfer Form under the seventh (7th) bullet:

  • Academic Requirement:  The student must maintain a cumulative Grade Point Average (GPA) of 2.0 with no F’s on the report card and the progress report.  When a students’ GPA falls below 2.0, or any of the below requirements are not met, a meeting will be held and a decision by the District will be made to extend or revoke this contract.  This may occur at any time during the school year, but typically will be around the time that Report Cards or Progress Reports are issued. (K-3 students must maintain satisfactory progress.) Students are expected to complete all classroom assignments in a timely manner and should not have more than 3 missing assignments at any given time. (This provision does allow for legitimate make up work due to excused absences. See handbook for policy.) All students are expected to maintain Academic Integrity at all times.
  • Attendance Requirement:  In order for your child to be successful he/she must attend school regularly and be on time.  As per Education Code (EC) Section 48260, the SARB process will be initiated with any combination of 3 unexcused tardies and/or absences. We will also be including unexcused early releases. Additionally, any absence over 10 days total for the school year, whether excused and/or unexcused, is considered excessive and will trigger the SARB process. With the INITIAL SARB letter, a meeting will be held to review the reasons and at that time a decision will be rendered to extend or revoke this contract.
  • Behavior Requirement:  Grenada Elementary School is a safe place for students to learn and we have a Discipline Policy in place that makes sure it remains a safe environment.   Our student handbook clearly explains the expectations we have for our students and also contains a Discipline Matrix which explains the consequences for any unacceptable behavior.  The use of inappropriate language (cursing/sexual harassment/racial slurs) or fighting is grounds for an immediate suspension. If your child is suspended for any reason a meeting will be held to discuss the appropriateness of the placement of your child at this school and to develop a behavior contract.  A second suspension will be grounds for the immediate revocation of the inter-district agreement.

The student’s entire academic, attendance and behavioral portfolio will be reviewed annually. Renewal of this contract will be based upon an evaluation of each student’s overall performance in the above criteria.

Appeals: If a student’s inter-district transfer is not renewed, you may appeal to the GES School Board.  Regular monthly board meetings are held on the third Thursday of each month. Any request to be placed on the agenda must be done in writing one week in advance of the regularly scheduled board meeting. Contact Kathy Brazie in the Main Office to be placed on the agenda.
